CBO Reports

The Congressional Budget Office (CBO), an independent government agency, publishes assessments of projected budgetary effects of legislation, as well as longer-term projections for the federal budget with regard to topics such as Social Security, the national debt, and more.  The CBO maintains a digital archive of its documents covering the actions of the ageny from its start in 1975 through the present.

CRS Reports

The Congressional Research Service (CRS) conducts research on the behalf of members of Congress and Congressional committees.  CRS Reports are not required to be published for public consumption, although some are made available at the discretion of Members of Congress.  The University of Northern Texas maintains an open-access digital collection of CRS Reports.
